What is the Lottery?

A lot of people play the lottery because they like to gamble, and there is an inextricable human impulse to try to improve one’s situation. But many people also play the lottery because they want to help poor and vulnerable people, which raises questions about whether running a lottery is a proper function for the state. In addition, the promotion of gambling tends to have negative effects on some groups, including lower-income people and problem gamblers.
